The Offices of the
Community Services Division of Galveston County are responsible for
the administration of several community related county departments,
specific contract administration and a number of issue areas. Division
Departments includes Social Services,
Mosquito
Control,
Veteran's
Services and the
Agricultural Extension Service.
Departments located in the Division are shown on the organization chart. The division office assists these departments in their budgetary approach to their missions including reorganization issues, planning, budget amendments and formatting information to the Commissioners Court. The department managers are responsible for the functioning of the department within the budget approved annually by the Commissioners Court. Contracts administered in the Division are considered as to whether they are effective, appropriate, or meeting needs prescribed. The Division is the first point of contact for changes or issues relating to the contract. Current contracts include: Indigent Health Care, Contracts in support of the Children's Services Board, Historical Commission staff support and Museum, Emergency Medical Services for un-incorporated portions of Galveston County, Medical Examiner, County Library System, Economic Development contracts and a series of Federal Reimbursement contracts in cooperation with specific elected officials. The Division Office serves as the manager for Community Development Block Grant programs such as the Freddiesville Sewer Project, the Bolivar Waterline Project and the Bacliff Sewer Project, San Leon first time sewer and the High Island sewer project. These are grants under the Texas Office of Rural and Community Affairs. (ORCA). The Division monitors housing, homelessness and transportation issues countywide. The Division works with several citizen boards including the Children's Services Board, and the board's Community Calendar, the Galveston County Historical Commission, The Galveston County Historical Museum Committee, The Galveston County Economic Development Alliance, The Mosquito Control Advisory Board and social service organizations throughout the County. The Division Director is appointed to the Gulf Coast Economic Development District Corporation and several TIRZ boards by the Commissioners Court. The Community Services Division manages several issue areas under the direction of the Commissioners Court including; Economic Development, Tax Abatement, Tax Increment Reinvestment Zones, The Countys Legislative Program, and several issues surrounding Federal Reimbursables. The Director of Community Services meets weekly with the County Judge and the Commissioners Court along with other division directors on a variety of issues. The Division Offices are located on the Fifth Floor of The Galveston County Courthouse at 722 Moody in Galveston.
