ROAD BONDS
On August 21st Commissioners Court voted to put three bond issues on the
November 7th ballot. Voters will decide whether the County should issue
bonds to pay for each of these projects: (1) various road projects
countywide, which would be paid with a combination of bond funds and
federal and state grants; (2) preliminary studies on phase 1 of the
Grand Parkway; and (3) construction of new jail and court facilities.
There is a lot of detail to each of these items. I will address the
road issue now and explain the Grand Parkway and facilities in future
issues of the Alert.
Commissioners have been discussing these projects and associated
alternatives for more than a year. I voted for the bond issues to be
put on the ballot so taxpayers will have the opportunity to decide their
taxation level. Commissioners Court needs to have your input when we
spend your money. We hired a consultant to review road project
proposals submitted by the cities, look at our current road system based
on given criteria, and prioritize the proposed projects. Then the Court
made the final decision on which projects to include on the ballot. The
proposed road bonds total $35.0 million. Paying the road bonds would
cost about 1 penny per $100 valuation or $10 per year for a $100,000
house.
Galveston County is going to replace three bridges at a cost of $651,000 dollars.
The chart at right lists the projects that would be funded by the road
bonds. We would receive $88.9 million in state and federal funds to help
pay for the projects, and possibly an additional $30 million for the FM
646 project east of I-45. The chart shows the proposed projects broken
down by city, location, anticipated cost, and a description of the work
that would be done.
